Religion is a personal issue not a political, a fair state should be based on Liberal ideologies, Tolerance, Freedom of expression, a solid constitution and the rule of (dynamic) Law (since there is no universal law on how humans are to behave). Every place (state) has its own unique set of Laws which are meant to be reformed according to how aware (educated) people are in general. The legislation reforms them with respect to the problems occurring in the society.
